New camera security system recommendations.

I have multiple arlo/netgear wifi cameras. They perform ok. One issue I have is the battery usage is inaccurate. I'll receive a low battery warning, pull the batteries, test, and they show 90% (firmware is up to date). Connections for alerts are spotty at best. Frequently I will attempt to connect and the camera will just fail even though the reception shows 2 or 3 out of 3 bars. My MAIN issue is the time needed to connect. It looks as if the connection goes from my handheld to my wifi, back to their server somewhere, then to the app, and then back along the path. When the connections do succeed, it can take 30 seconds to a minute to establish. Quite a bit can happen in that time. I've been researching replacement devices, but I researched netgear too, before purchasing, so I thought Id come to a forum and ask the experts.
1) Multi-camera system, at least 4, preferably 8 capacity, (I'd like to start w. 4 and expand as my wallet permits since for some reason Uncle Sam doesnt like me to print my own money even w. good crayons!).
2) Accessible via internet to live view/stored video view WITHOUT GOING back to some server in Wheretheheckistan.
3) Hard-wired for data preferable to avoid wifi issues and
of course, to avoid compromised data due to the recent issues
with wireless security.
4) Local storage, to DVR, even dedicated workstation/server, or local HDD.
5) On-board battery backup, hard-wired for power.

Any assistance would be greatly appreciated.
