Newb question - what is this light on the camera?

I have two cameras, an IPC-T5442T-ZE and IPC-T5442TM.

I assume this red light in the photo below for the IPC-T5442T-ZE is an infrared light?

If so, why doesn't the IPC-T5442TM model camera have it ? They're sitting side by side in the dark?

The ZE sees infrared so it is equipped with a near and far IR light and the TM does not see infrared.

So without a lot of ambient light, the TM will be blind at night.
