Night time setting for npr

Apologies if been asked many times, had a look in cliff notes but in a hurry.... for a normal type Daguerre cctv can what do I need to change on set up to try and get night time reading of registration plates?? Just had a load of dumped rubbish outside house at night, opposite a park and want to try and learn how to set up a cam to start catching plates to pass onto police many thanks
