No push notification over cellular (but receive them over wifi OFF of my network)

I am having trouble receiving push notification over cellular but receive them fine when away from home on wifi. All port forwarding was completed per the recommendations on the original setup so unless there are multiple ports that need to be opened that is not the issue. It's likely a setting in my phone (Note 8 running Android 7.1.1). Any suggestions? Thanks.
