Due to legal matters it seems I need to have the cams embed the time directly instead of BI embedding it (I am still not sure if BI embedding time would disable direct-to-disc even when I enable it). But how do I enable and NTP server on Win 10? Apparently there is a built-in tool in Win10 and also in BI. But how do I actually enable this. Note that my cams have no access to the internet so they have to get the time from my BI computer.

I have NTP server running on my BI machine.
The steps in this article will sort you out. Just remember, if you have your BI machine's network access restricted to make sure your BI machine can still poll NTP servers itself (allow UDP 123). I have my BI machine grab time from my router so its never going external for it and my router grabs from a public ntp pool

You might want to look into the NetTime utilty program, as discussed here (and likely other threads here):
Can't keep correct time
Out of the box my camera was set to Central time and I choose the option to sync to PC to get it to the correct time. I keep having to back and reselect this option. Does anyone know what I need to do to keep this from happening over and over again?

One comment, probably not related to the NTP problem, is that you don't need the 192.168.x.x on the camera NIC.
I have dual NICs and the cameras are on a 10.x.x.x network while the regular LAN is 192.168.x.x. The cameras are set to the 10.x.x.x address of the BI machine NIC and all stay synced.
Incidentally, if you switch from "Date" to "Week" in the camera NTP configuration you can set it once and forget it. The date varies from year to year but by using the week you can specify which day of which week and at what time. That doesn't change.

What type of router do you have? I use pfsense as my edge routers, and pfsense has an NTP server built in.

I have a Verizon Optimum Gateway 1100. I'm not running any of my cameras through my router. They are all connected to a POE switch on second NIC.

Again, get the 192.168.x.x address off of the 2nd NIC connected to the PoE switch. It is not needed and theoretically exposes the cameras since that address is routable by you router.
@sebastiantombs OK I am all set. Here is what I did.
Change gateway on Dual NIC to match the cameras, removing the 192.xxx address as you recommended.
Changed cameras direction for time to the address of the Dual NIC.
Bingo, all the cameras sync with time. Thank you!

You know, I never even looked at the default gateway on the camera NIC. Old age and speed reading does that to me far too often. Anyhow, that default gateway address can be bogus as in 10.15.75.1. That card needs no way to access the internet in the first place. I do the same thing on every camera with default gateway and DNS. That insures they'll never get anywhere other than on their very own LAN.
