On camera motion alert is delayed?

I didn't realized this until I tried to set both alerts to see which would come first, it seems BI is almost instant and the on camera has at least a 10-15 second delay. Both identical server/client settings

How are you receiving the hikvision alert?
 
nope, both goes to my phone as a regular SMS,

BI and HIKvision are both configured to send an email to my phone as SMS no BI app alert involved
