I am considering building a PC NVR for 4MP 32 cameras. I am doing so because I am experiencing a freezing feed from the NVR. Which hardware specification should I use when setting up the PC NVR for 32 4MP cameras.

I'd decide on the VMS (PC software) vendor first and refer to their recommended, not minimum, specifications.
Personally, I use Blue Iris but there are many other vendors depending on your needs and requirements.

This will not be sufficient if someone wants to use AI on the pc for all cameras...It is important to understand the needs. The OP is unclear about what vms they will be using.
