He was thinking - oh shit, I just hit someone and I have a dead hooker in the trunk and a meth pipe in my center console. The car is stolen and won't come back to me. If I leave, this will all go away and I can go bury my dead hooker, like I planned to do this morning.

The news article (link by OP) states the driver "was described by police as a 40- to 50-year-old white woman with brown hair."
So instead of a man w/ hooker in truck, maybe the narrative would be "another example of women drivers"
Maybe the driver put down her cell phone after she finally came to a stop? There's movement in the car, and pause before she drives away....

Just some thoughts...
It look like the girl dressed in dark clothes was in the shadows and the driver was looking into the sun. Still no excuse. Since the next car to drive by was about 10 seconds away, no need to rush the left turn. She seems to be back from the edge of the curb some distance. If she was there a long time the driver would assume she wasn't going to cross.
