Hello, I have DS-2CD2042WD-I camera on V5.4.5 build 170124.
It had 5.4.3 but I upgraded thinking may fix email problem but same issue.
I tried gmail with SSL, TLS and variations of settings, also tried GMX email service, and even a fully controlled SMTP server that does not require TLS which I use for emailing backup logs and other things like scan to email feature on printers. None seem to work.
Is it just a bad glitchy design from Hikvision or is there a solution?
Even though the motion detection is not perfect it still is a nice feature to have but even it doesn't seem to work.

Is the camera on the LAN, or is it connected to a PoE port on an NVR?
How do you know the camera can connect OK to the internet?
For example - with the NTP server set as a fully-qualified-domain-name such as time.windows.com does the 'Test' button give a successful result?

Hello. To PoE switch.
It works for viewing on my mobile phone when using another wifi/network, does that count?
The NTP test to time.windows.com fails.

If I run the Test button in TCP/IP area of settings, it responds with "The address is not used". So I guess network side of it is normal. DNS is set to public Google DNS 8.8.8.8

So the problem is with your networking setup.

Not a PoE port on an NVR?
Why do you think there is networking setup issues? And if there were issues then shouldn't mobile access not work also?
In TCP/IP I have the IP address set as static/manual, and DNS setup as Google public DNS. I tried to put one as router and other as Google also.
No this is a camera I use at home office and no special NVR it just records to a NAS device.

Why do you think there is networking setup issues?
Because the 'Test' button for the NTP server setup fails. Assuming you have a valid entry in there.

Try testing NTP settings with an IP address, if that works OK, it's a name resolution problem.
eg :
PING time.microsoft.akadns.net (52.187.60.107) 56(84) bytes of data.

I can post

I did that. And your suggestion did help resolve the problem. But seems like with a workaround of turning on DHCP, as IP settings seem similar to as before, same gateway and DNS, just new IPv4 address.

Well, you have almost got it fixed.
It sounds like the new IP address is treated differently from the previous one on your network.
And you've mentioned "firewall rules", so that will be an area to check out, when the "network configuration for the camera" is thought about in a holistic way.
