R710 or Optiplex to run BI and Plex

I'm not sure whats better. I know having something like a optiplex with a i7 6700 is awesome but what about if i have Plex running also?

Cameras
4x IPC-HDW5231R-Z
1x IPC-HDBW4231F-AS

Options

Optiplex ~400
I7 6700
8-16GB of ram

R710 ~550
Dual Intel Xeon L5640
96GB Ram

Now lets say these are the options and I've done the optimization to lower the load from BI.

How would these handle the load?
Value of quicksync?
Is there room for expansion?
Is the power consumption that much different?
Other then cost of each machine is there a real difference in performance?
Am I missing any important questions?

Suggestions and comments are always welcome.

I run 15 cameras (14 4MP, 1 3MP) on a PowerEdge R710 with 36GB RAM, dual X5675's, and 36TB of storage. My CPU utilization runs about 40% on average. The key in my case is I run BI in the background and use the web interface for my video wall.

the 6700 optiplex is a much better choice....the r710 is an older outdated powerhog. Will cost a fortune to run and perform worse.. your load is low you can run it on an i5-6500 with tons of room to spare...dedicate a machine to blue iris...

Yup, whether you can dedicate the machine to BI or not, the i7-6700 is a better option than a seven year old dual socket server. CPU capabilities are similar, power consumption is way lower (making it cheaper and quieter to run), and you don't need more than 16 GB of RAM for BI and Plex together. Only a very, extremely, comically memory-hungry application would make the R710 make sense.
