My drive partition seemed to have been damaged and is now unable to boot into Windows, so I am not able to retrieve an exported copy of the BI configuration. However, the partition can still be accessed when I pull the drive out and plug it into another machine. My question is, is there a way to retrieve the BI configuration this way, without being able to access the application running?

Did you export a copy already so there is a .reg file sitting somewhere?

The part you want to export is HKEY_LOCAL_MACHINE\SOFTWARE\Perspective Software
