Remote Access / Viewing (lo bandwidth)

I am installing a home video surveillance system. I have decided on Blue Iris for the software, but have a dilemma deciding on camera resolution. I am looking at a 5 camera (max) setup. The Blue Iris hardware can easily handle the LAN bandwidth and storage. My problem is being able to use Blue Iris remote access (web based) and/or the phone app. I only have 1.5Mpbs upload speed with my current ISP (no - no one else in the area to switch to). I would still like to have good resolution video in case something happens, but still want to be able to use remotely. So, I pretty much ruled 4K/8Mp out of the picture and will probably go with 4Mp. Does anyone have experience with a similar situation? Can I still record at 4K/8Mp locally, but only send 2-4Mp video up through my ISP? This is the only thing holding me back, so any input appreciated!
Or is this something I should post on another forum?

Lived with 1.0 MBps upload ADSL from '09 to last year with Blue iris, worked great, two 2MP cams (1080p) and two 1.3 MP cams (720p), all at 10fps.
