Basically from what I understand the thermal sensor's own heat and environmental changes can affect the sensor so to maintain accuracy a mechanical shutter needs to periodically cover the sensor so it can have a baseline uniform image to make corrections off of.
 
Thermal imagers produce heat themselves. This requires them to calibrate periodically to adjust for that heat. Even $6K thermal riflescopes do it.
