Thanks guys I will return the Hikvision and get this. I could hear the thing clicking across the room 20 feet away!

Basically from what I understand the thermal sensor's own heat and environmental changes can affect the sensor so to maintain accuracy a mechanical shutter needs to periodically cover the sensor so it can have a baseline uniform image to make corrections off of.

I bench tested mine for a week indoors and only at initial power did it do the distinctive click we hear of an IR filter.

Thermal imagers produce heat themselves. This requires them to calibrate periodically to adjust for that heat. Even $6K thermal riflescopes do it.
