Looks high as a kite - Theft though as clearly the rocks are a part of the highway base (would still be part of someone elses property if not unless in a wilderness zone where removal was permitted). As for the sticks, probably fly tipping or US equivalent.

We are simple country folks around these parts. Sticks and rocks are our treasures that we put in piles to share.
