It’s prompting for your Windows user password and assumes that the user that you are logged in as has the required admin perms.

What if the windows user account doesn't have a password? Would I have to create one now?

No idea to be honest, give it a try and report back
Here's my way around having to have a password. I created a password for the local user account and used that to create the blueiris service. I then edited the service to use the local system account and started the service. I then removed the local user account's password. Did a reboot and settings survived.

The password will still be required by the service and other functions like windows remote desktop, it just eliminates the need to enter it locally.
