Some states move the plates with the Driver/owner. Some states leave the plate with the Car on transfer. Some, I don't know what the fuck they do.

Here you always get new plates with a car, I think you can opt to keep the old

But, since this guys registration ran out in 2017, I don't think he filled out the paperwork to transfer
