Maybe alibaba has a similar policy as ebay and its just a work around.

Creating a listing costs money, so when all the items are sold then the seller has 2 options

1. Delete the listing and create a new one when stock is available again... this means they have to pay to list again

2. Just stick the price up until stock becomes available and then lower the price..

New listings have to be paid for, alterations are free

It does say 12 orders on it though. It's possible they are selling cases of these cameras and minumum order is 12 cases.
