As for the damages, it would be unusual for a Court to be allowed to award anything like that amount. A quick google shows a whiplash in the UK could be worth between £240 and @£4k, the latter for an injury lasting 2 years. Awards are low.
I think it likely the reported amount may include legal fees and also costs relating to some reports the neighbour moved as a result, so maybe legal fees of moving, the cost difference between a similar home in a different but similar area etc. I don't know. I think £100k in pure damages is unlikely though.
