Software that can search footage for motion in specified area?

Hello,

I represent a small business looking for a software that can quickly search a bank of recorded footage for clips that contain movement within a designated search zone. The goal is to import video files into the software and have it return any matches based on a given set of parameters (namely, the area of the screen to search). Our budget is $1000. Does anyone know of a software that might fit the bill?

You will need a vms that can do that. How many cameras do you have... software like that is sold on a per camera license basis.

We have roughly 70 cameras, all recording 24/7. The footage is stored on a private server. It sounds like paying on a per-camera basis could become prohibitively costly. We don't need the software to analyze live feeds or integrate with our existing surveillance interface, just scan the footage we collect.
 
Dahua's Smart PSS should have this functionality (in combination with a capable recorder) if i look at this link. Don't know if it works or not.
