Strange Issue Connecting To BI Server

Stats:

Microsoft Windows 10 x64 20H2 Build 19042.685
Blue Iris Release 5.3.7.3 x64
Linksys EA6700 Router

While using my iPhone 8, if I disconnect WiFi, and only use Cellular, I can connect to my BI Server, on my PC, perfectly.

While using my iPhone 8, if I disconnect Cellular, and only use WiFi, ...nothing.

Like wise:

For testing purposes, Firewall is turned off, and HOSTS file renamed, no AV installed:

On my PC, if I open my Firefox browser and enter the LAN address, (http://192.*.*.*:81), ...it works.

On my PC, if I open my Firefox browser and enter the WAN address, (http://7*.*.*.*:81), ...nothing.

I CAN Ping the WAN from the PC, works perfectly.

Port Forwarding is setup perfectly on my Linksys router, if it weren't, I wouldn't be able to connect from my iPhone, using Cellular.

Ran the Remote Access Wizard, got Green check marks the whole way through.

LAN Only IS NOT checked, however, LAN Only being checked is not an issue in this scenario, as I never even get to the log in screen, it doesn't connect, I get nothing.

Any thoughts?

You would not be able to connect from your PC to your WAN address unless your router/firewall supports a loop back or hairpin style policy that you would have to configure and have it route you back inside to your network.
