The repaving here, state, county or local highways, consists of throwing down a few shovel fulls of cold patch once a year into select holes only. Repaving is reserved for "important areas" and toll based highways. In fact here in NJ we pay double the national average to pave or repave a highway, something like $1.5 million per mile.
