Tool annotate, highlight and extract objects/faces and investigate footage

Hi All,

I am looking for a tool I can use annotate, extract and highlight objects and faces and do overall footage investigation to give to law enforcement.

I need to do some of the police work before I give the footage to them or else it don't help them act faster.

Any suggestion would be much appreciated. I don't need anything too advanced and don't have budget for high-end pro tools unfortunately.
