Is there any way that Blue Iris can trigger a Home Assistant automation when it detects that no signal is being received from a camera? I have most of my cameras plugged into smart sockets, and would like to perform a power cycle whenever any of them goes offline.

I'm running Blue Iris v5 and Home Assistant (Core) 2022.5

Yes.
Under "camera settings" => "watchdog" tab, check "fire alerts after" box, which allows you to select "on loss of signal" box.
Then you can enable and create an "action set" such as "web request or MQTT" or "Run a program or script" to involve Home Asst.

FWIW, this is covered in BI's built-in "Help".
