Trying to steal Raptors

This is video from back in April, which seems like two years ago. We see these guys walk onto the lot. They come from a dark Burger King lot, so they must have parked on the other side of it, out of view. They took a walk around the lot and stopped in the area where the new raptors are parked. The dealership still has the lock boxes that hang on the windows of the cars, for some reason. During their visit, they broke one driver side window and took the key box with them. They were out of view when this happened, so we did not capture that part of the story. We did have cops on the way when we saw these guys enter the lot, but the officer arrived a little to late. About an hour later, we notice a black f-150 show up. One dude exits the truck and fiddles with the gate. We then notified P.D. again, because we had an idea of what was going to happen next. One guy gets out and walks onto the lot while the truck backs into the darkness and turns off his lights. The responding officer shows up while they are in the act. The truck takes off, honking the horn and letting the guy on foot that they were in trouble. The truck heads North on the main road, but makes a u-turn and returns for the guy on foot. The next day, the officer involved told us that the f-150 just outran her Ford Taurus that was not an eco-boost. The officer was able to read the license plate during the pursuit, but it was a tag from Kentucky and was not registered to a Ford truck, so it was stolen. This is a small town and there aren't many cops on duty. they may have been in a shift change.

These are n24cg52 turrets, the last camera is an existing Visualint camera that needs to be used for target practice. The PTZ is a 6C430UNI

Pull around in front to at least partially impede their obvious exit; Weapons drawn; felony stop(?); attempt to disable vehicle (tire)? turn on those flashy light things on the roof?

I will say that the officer didn't behave in the normally aggressive way that would normally happen. Then again, given current circumstances for law enforcement, it's not all that surprising.

At that point in time, the only possible charge would be evading, but even that is dubious since the officer never lit him up. Now the guy he picked up could be charged with trespass, but she did not witness that. Unless she could have seen him coming from the car lot that was reported as having a trespasser, she had no reason to detain him. Without bluelighting them, they have no reason to stop.

Here is my take on the officer, which may give everyone a better perspective. Also, this was before George Floyd was killed. The officer gets a call from her dispatch, which states, black truck near the property one male subject on foot in the car lot. There was a call about an hour ago for the same location and no one was found on the property. She pulls into the burger king and sees a truck pull out of no where, honking his horn. Her reaction was to get on the radio and get other units heading towards her. Lights wouldn't have stopped these guys, nor would her car. She was on her own with several other subjects fleeing in a large vehicle. She probably had one hand on her steering wheel and the other hand on her radio. Her instinct was to just keep up with them until other units arrived to assist.

Plus, the probable cause of being parked in a business that was closed, running when the officer appeared and a report of such activity from a reliable source. Lighting them up was the first step to take, then the radio call.
