Unable to Connect to Blue Iris on Web Interface

Hello Everyone,
I am having some issues with our cameras at work. I need to change the date and time on the cameras but when I try to access the web interface I receive the following error.

Opening 10.10.42.40 port 80...

Our other cameras are working just fine. These are the settings we are using on all of the cameras.

Since the title of your post is "Unable to Connect to Blue Iris on Web Interface" but in the body of your post it sounds more like you cannot access the embedded webGUI of the camera by opening a browser and typing in the cam's IP address.

Can you clarify?

The time can be displayed from either the camera, or from blue iris (BI). Is the time seen on the computer hosting BI accurate? If so, then you will need to adjust the time on each camera by logging in to the camera via web browser

I have been able to adjust the time on the other cameras through the web browser. These three are giving me ERR_CONNECTION_REFUSED.

KISS method: If the time seen on the computer hosting BI is accurate and your cameras are not, it is highly likely that your BI system is not an NTP (network time protocol) server
So our BI system is not a NTP server. Should I change that?

I queried the server BI is hosted on and it returned this.

If you are attempting to access the cams via a manufacturer 'blessed' web browser and recieving the error noted. Consider rebooting one of the cameras & see if the error is resolved.

As far as I understand there is only the web GUI for the cameras?

Do all cams have the same HTTP port (default 80)? If so, then the cams that you ARE able to access its webGUI then your IP in the browser looks like this "10.10.42.40" with no colon and port # at the end, right?

What is the LAN IP of your BI server? It's OK, they're private IP's and we all have them; mine is 192.168.1.239.

BI shows the port as 81. I am able to access most of the cameras on the webGUI without attaching a port number to the end.
The LAN IP of our BI server is 192.168.42.72:81

Have you confirmed you have the correct IP addresses for the 3 cams showing the ERR_CONNECTION_REFUSED error?

Here is a side by side comparison of a camera not connecting on the GUI and a camera that is. Could the issues like somewhere within Find/Inspect?
