Your BI server's LAN IP is a private IP, we all have them so you don't need to redact or erase it. Mine is Are you putting BI's webserver port at the end of the LAN IP address in the URL such as "192.168.1.239:81" ?

Even if you did not, that should not result in a 403 error (forbidden), just a 404 or the like, which prompts this question:
What is the exact URL for your BI server's built-in web server page that you are typing in?

The LAN URL, do NOT give us your WAN IP.

Any recent changes like a new router, computer update, etc.? Or a router reboot and the BI computer was set to DHCP and now it has a different IP address?

It might help to provide a network topology diagram showing your devices and IP addresses. You can list the private LAN IP addresses as it does not tell anyone anything - they are the same as everyone else. The IP address of your service provider for your WAN is what you don't provide...Everything on the inside past the modem is fine to put out. Everything on the inside, the local will fall under these ranges and you are not telling anyone anything about how to hack your system providing these ranges (basically any IP that starts out 10. or 172. or 192. are reserved for the "home side" of the service so every home internally will be within this same range):

10.0.0.0 – 10.255.255.255
172.16.0.0 – 172.31.255.255
192.168.0.0 – 192.168.255.255

Good evening
Thank you for your answer, I put the correct IP address: 192.168.1.38:81, at the start of the installation of Blue Iris all worked well on the web and at a single cost nothing.
I specify that the Blue Iris software works, there is only on the web that its not working.

Log into your router and confirm that your BI computer is indeed still assigned 192.168.1.38
