upside down plate?

Saw something different on the freeway yesterday- a new-looking pickup truck, with a clean license plate attached neat and square, securely on the bumper in the usual place- but the plate itself was upside down. It had a frame which read "Rural- and that's the way we like it" and the frame was right side up. Maybe it was all intended as a joke? But it does make me wonder. Does the typical automatic plate reader work if the plate is upside down?

I imagine an automatic plate reader would have no idea and would just read it wrong.
