I fully agree with this. In fact it was my gut feeling but then decided to post the computer option because of those that would say it would take too long and cost too much. But if it could be done to probably count as many as 100 million ballots next time, then for sure this is the best option, hands down, with multiple observers given full access.
I say in person with Voter ID, and then counted by humans that are fully observed, closeup videotape (ipcamtalk could advise) of each and every human counter. A video camera over each and every counter, recording all that they do.

This is a good article. I'd throw in there gerrymandering as another way we disenfranchise and misrepresent people. Voter ID, fair political borders, eliminate harvesting. Lets fix it!!!

edit: make election day a paid holiday. Then less excuses as to why these reasonable things won't work.
