VAT on BI subscription cost for UK customers?

Appears that if a UK customer pays for the BI subscription we have to pay 20% tax on top of the 34.95USD?
Added on at payment confirmation!
Are Customers from the USA exempt from this vat?

Used my 2nd paypal USD account. All updated! No extra VAT
