I'm trying to open my BI up so that I can reach it from the Internet. One question I have is that there appears to be an option that would allow "require authentication from non-LAN only". My question is, what is LAN? Is it automatically a IPv4 /24, or can it be a /16? How do I define what IPs are LAN vs. non-LAN?

I don't know if BI just assumes you have a /24 subnet (255.255.255.0) or if it will recognize less common configurations. There is a dropdown list in the web server settings where you choose the interface that Blue Iris considers to be its LAN, though. Notably, if you try to connect with 127.0.0.1 it will believe that isn't a LAN connection, so it only seems to be calling one particular subnet home though it listens on all interfaces.
