I was going to vote for 'private land survey team', but I see no 'scope or tripod. Maybe a private underground facilities location service (cable, phone, electric, water, etc. for Underground Service Alert, One Call, etc.).

Or someone that is actually employed that also wants to appear on "Lulu's Loonies".
