What card can help with deepstack?

The RTX-2070 is a far more capable card than a GT-1030. About six times the number of cuda cores and triple the memory.

I'm seeing 11 times more expensive.

Ues, between chip shortages and boots buying them up as soon as they're released the prices on all of the higher end cards have gone crazy. I bought a 2070 a few tears ago and it's worth more now, as a used cards, than I paid for it new.
