It looks similar to but not identical to a spider web waving around on an outdoor camera. The difference is that the little dots on the webs go back and forth while yours look to keep going. In a still picture it would look identical to some of my webs.

I see that a lot at night on various cameras when the Texas humidity is high. These are outside cameras and air movement against metal walls seem to intensify it.
