So is someone inside actually driving? Or is the dad using a remote control? If it was a kid inside driving, they were doing a great job, especially in reverse and tight turns, like at 1:46.

That would not be allowed on most public streets in the USA. Most (all?) states have laws against running tracks on public roads.
