Where to get blank license plate images for each state?

I'm working on an interface for my license plate results, and thought it would be nice to place the license plate letters on an image of that state's license plate. But I'm having trouble finding good license plate backgrounds.

I could conceivably scrap each plate from findbyplate.com:

But they have watermarks, and some have graphics over the watermark (like Colorado), so it would be a bit of work, and probably against their TOS.

Does anyone happen to know of someplace to download blank license plate images for every American state?

If you have access to Photoshop, I believe there is a way to convert the image into layers, then remove the text and it will try to replicate what it thinks should be in the image without text. Another option is try apowersoft's watermark remover (Watermark Remover - Process watermarks simply and quickly)
