I was hoping to see the actual person in the video. Regardless, every nation has mentally unstable people that span from stupid to insane.

One only needs to recall this unbelievable event in Japan: Tokyo subways are attacked with sarin gas

A person can pretty much name every letter in the alphabet and find people in those countries doing stupid to insane things that are typically so outside the norms for that culture.
