With W11 Real-Time Protection on, I'll be in UI3 and get 5 FPS with >25% CPU utilization.
With W11 Real-Time Protection off, I'll be in UI3, and get 20+ FPS with <5% CPU utilization.

Any way I can fix this?
Is there a 3rd party AV that doesn't conflict with BI?

Antivirus / Antimalware exception

In Windows Defender or any other security software you run, make an exception for your Blue Iris program files folder and database folder as well as the folders which you record video to.

In the below area look for Exception for files and folder. its in step 3 below

Disable Windows 11 Real Time Protection

To disable real-time protection in Windows 11, follow these steps:

  1. Open the Windows Security app by searching for it in the Start menu.
  2. Select "Virus & threat protection" from the left sidebar.
  3. Click "Manage settings" under Virus & threat protection settings.
  4. Turn off the "Real-time protection" toggle. If a User Account Control (UAC) prompt appears, click "Yes" to confirm your decision.
Additionally, if you encounter issues with real-time protection re-enabling itself, you may need to disable Tamper Protection as well:

  1. In the Windows Security app, go to "Virus & threat protection."
  2. Scroll down and click on "Manage settings."
  3. Turn off the "Tamper Protection" toggle and confirm with "Yes" in the UAC prompt.

Thanks, but this doesn't/won't help. The exclusion is for virus scanning, which is not the culprit. In fact, I have my entire C: D: and Nas: excluded already while this problem is happening.

And, Real-Time protection automatically gets turned on after a short time. When you toggle it off, it says "You can turn off this setting for a short time before it turn back on automatically"

Right Microsoft doesn't allow it to be removed. So the best you can do is exclude the noted directories.
Also have you been through the wiki to setup everything. Maybe you need to optimize the settings in BI.

Do you have substreams setup?

I have bi and ui3 up running at 15fps at less than 8%cpu on win 10 on hardware from 2017

also you did do this?

That did not help?

factor01, thanks for being helpful, but no, none of this has any effect.

I already excluded all my drives (ie entire C:, D:, and network share) as I have been troubleshooting this for 6+ months.

Tamper Protection is also already off.

When real-time protection is off, my CPU runs at no higher than 5-6%. As soon as it's on, it's anywhere between 14-30%, and my FPS drops to 1-5 PFS. Everything in BI is sluggish. Even logging into the computer is slow.

As SOON as I kill real-time protection, or BI, the computer snaps back to normal.

Is this a clean Windows install using the Media Creation Tool or is is the Windows version that came installed on the computer?

If it is the version that came with the computer, then it probably has some coding you can't access that is turning it on as that is what the manufacturer wanted.

One of the main reasons we advocate for the Media Creation Tool installation is to have better control over Windows.
