I guess I could have the camera do it, assuming that settings of the camera override what BI is set too
but that's not the point, the camera (foscam fi9900p) doesn't know anything about sunrise/sunset
so I still want to understand the checkbox relative to sunrise/sunset

The camera will do it..blue iris will not override it.
The setting allows profile and event changes to occur relative to sunrise sunset, 30 min before or after so you can have a different motion/alert or other setting for night vs day. See the help file. If you still can, send that foscam back its garbage.
EDIT: you can actually set 205min before or after.
It makes complete sense...first enter the correct longitude latitude so BI knows when your sunrise and sunset occurs. The help file explains it. So if you set it to 10 min before todays sunrise it will keep 10 min before sunrise throughout the year.
Foscam is bottom barrel garbage. Stay far away.
Look at dahua or hikvision (make sure its US region). These cameras are available for 100-150 or so. There are TONS of threads on this forum discussing those cams. Bullets are a poor camera design. Look for a turret style camera. There are many threads discussing the benefits of turrets.
