When sitting in one position mine draws around 12 to 13 watts. If you turn the IR "far" to 100% it pushes it to 14.4 . During restarts and when running a simple L/R repeat scan it jumps up to 18.9 watts so
I would think that at full IR, all motors moving, and zooming in/out could push it to + 23 . Audio would also push it even higher.

Thank you both for this information. My setup may require solar power so I need to know for my installation plans.

I just did two more power checks. 1st night mode IR on Smart Prio @50% non moving and its pulling 16.3w. If I run the IR manual at 100% far and start a left right pan pattern its jumps up at 28.2 watts.
However you really don't ever need the IR that high as this camera really does great job at 125-150m in complete darkness at 75%. idle pic. & 75% smartprio pulls 19.4. l/R pattern 75% took me to 21.2.

and that LED light is powered by DC driver; so again what does 60Hz have to do with it?

I presume your talking about anti-flicker feature, this is a shutter setting to prevent your shutter from colliding with the mains frequency.. all Dahuas have Antiflicker of 50Hz and 60Hz regardless of region.. however enabling this feature disables other features (such as backlight)..

If your LED's are driven by a dimmer its gonna be anywhere from 1Khz to 100KHz more than likely.. and any flickering they invoke wont be helped by the anti-flicker feature in the least lil bit unless they are really cheap, undimmable voltage dividing LED lights.. but I havent seen many of those outside LED Xmas lights that clearly have no LED driver.

What shutter speed were you using on your night test video?

Apparently, this cam supports a shutter speed down to 1 second...While these slow speeds will make it look like daytime with only limited light, it will cause motion blur in moving objects (like a person walking) to where they can't be identified. If the purpose is for security, I'd make sure you're at least as fast as 1/25 second on the shutter speed. Unless the street lights are unusually bright (or the cam really over-performs it's competitors), it seems unlikely that you'd be able to stay in color mode at night with the shutter capped at no slower than 1/25 sec.

You wouldn't have to connect it to a PoE switch or PoE port on your switch, but if you did the switch would just turn off PoE on that port.

You might want to consider a 8 (or more) POE + switch like shown in the link below.
For $129, you could power the 30w PTZ and 4-6 other cams at 3-6 watts each, all off one managed switch. Then it's pretty much a plug and play. Just remember to log into each camera through your browser one at a time and set your password and change the base .xxx.xxx.x.108 ip address. repeat on each cam and you can add bookmarks or favorites in your browser to simplify log in, setup and viewing
