There isn't a dedicated BI hardware forum so I'm going to be a little rude and hijack slightly.
I was running and old i5-750 processor with 16gb that was limping along on 8 analog/bluecherry cameras with usual utilization in the 50% range and spikes to 90% when I try to TeamViewer log in. Need to add some cameras so I have to upgrade.
Since I have a good MicroATX chassis, power-supply and cooling system, I decided to purchase replacement MoBo/Ram/CPU and sell off the current hardware on eBay for a few bucks.

Yes, it should be more than double the raw speed plus hardware acceleration support. i5-750 was a generation too old to have hardware acceleration.
Are there any OS limitations with hardware acceleration? I thought I saw fenderman post something but am not sure. Due to my BlueCherry Analog Capture card driver, I need to run Windows 7 32 bit.
In win7 you can use hardware acceleration only if you don't run Blue Iris as a service.
If I were you I would be looking to upgrade the cameras and get rid of the card. I got rid of my last analog cameras so many years ago that even the place I donated them to has long since stopped using them (because the DVR failed, lol).

That is because you are looking at the varifocal...the fixed turrets are 100 (slow shipping method)...
that is 800....you would save 537 (plus tax) ... by returning that stuff..and selling the card you would have about 400 in hand...
So...what I ended up doing is buying a new open box Dell Optiplex 7040MT on eBay (Win Pro | 8GB Ram | i7-6700 | 256GB SSD) for $608.00, into which I'll bolt a WD 6TB Purple to utilize as a BI data drive (and which I'll pull out of the current my current i7-3770 BI sever). I'll install Win Pro on the i7-3770 and give it to my new customer service rep to use as his workstation and then use the new Optiplex 7040MT box as my new BI server...and NO ONE will be any the wiser...everybody wins...except for Q™ who does a bunch of work for a minimal performance boost...but the reward is the journey, eh grasshoppa? 
It worked out very well actually; I don't regret doing the work. The Optiplex 7040MT i7-6700 resulted in markedly improved performance over the HP Envy i7-3770. I can't tell you if this was due to (1) the CPU change, or (2) the re-installation of Win10 Pro, (3) the reinstall of Blue Iris, (4) the fact that the OS is now running on the 7040's SSD (5) or the fact I replaced the camera network's 10/100 switch with a GB switch. Perhaps all 5-factors contributed...I dunno...but Blue Iris on the 7040's CPU is now idling 17% to 20% lower than it was on the HP Envy i7-3770.
I did have a fuQuva hard time installing the HD 530 drivers on the Optiplex 7040MT though. It seems that the OS insists on installing the Dell OEM drivers and when I managed to get the Intel drivers installed, Windows Update keeps replacing them with the Dell OEM drivers.
That is really good advice Fenderman. I purchased this machine with Windows pre-installed and I did not do a clean install. In addition, this particulair machine had Win10 Pro DL (Dual Language) installed on it (English/French).
So, this system was sold as open box but when I inspected the contents of drive C I noticed a "windows.old" directory which means the OS had beenupgraded to Win10. This fact, the fact that the OS with Win10 Pro DL (dual language) and the fact that the only Intel HD 530 Graphics driver the OS would allow to be installed was the Dell driver (and not the Intel graphics driver). FuQit, said I...I'm gonna do what @fenderman told me to do. So I used the MS Media Creation Tool to install Win10 Pro 64-Bit onto a spare 8GB USB thumb drive I had laying around. I formatted the OS drive and it was short work reinstalling Win10. After the install the Win10 updates happened fast because (I would imagine) that Microsoft pushes all of the updates to the Media Creation Tool so one doesn't have to do 2 hours of updates after finishing the OS installation. The whole process took around 1/2 hour...I should have done this in the first place.
