I've ended up with 2 IP cameras, I'm unsure of their history so I don't know how they ended up bricked.
They both in the same kind of loop, they start up. Register on 192.0.0.64 then briefly 192.168.1.64 according to wire shark before rebooting again. No access via the web console and no DCHP server starts up. They are connected via a switch (not at the same time!)
I downloaded a more recent firmware 5.5.0 from the Hikvision EU site and flashed over tftp with no issues but the cameras still boot loop.
I checked the reset buttons are physically working OK and are not jammed.
Are they toast? I couldn't find a CN version of the firmware to try incase they are grey imports. I am based in the UK.
