changing resolution/bitrate on NVR not changing stream?

I have a hikvision camera connected to a ds7604 nvr. I have a website getting the NVR stream via rtsp. The site can support up to 1920x1080 and max bitrate of 4000kbps. I have adjusted the NVR to way lower than that but I am still getting errors on my site that the bitrate is too high, its getting around 5000kbps before it cuts out. Do i have to change the quality on the camera as well? if so, why? and how would i do that since you can't access the cameras UI once its connected the the nvr.

Enable the 'Virtual Host' feature to gain direct access to the camera web GUI via the NVR.
Network | Advanced Settings | Other and then the links in the right hand column of Camera Management.

You shouldn't have to set the quality on the camera as well. Changing it on the NVR will change it on the camera. There are certain camera only functions that do require you to login into the camera directly if you want to set them, but the stream settings are not one of them. Is it possible there are other issues with with the stream that is not playing well with website? If you are using 264+, try disabling the +. Or play around with CBR vs. VBR. Is the website internal to the network your cameras and DVR are set up one? If not, maybe the upload of your internet connection is the limiting factor, even if the website itself can handle 4000kbps.
