How to make power cables compliant for in wall use?

I have the Amcrest IP3M-956W, running on wifi, so it's powered using a power cord. I was wondering how to make the power cord compliant for in wall use? I live in USA, Dallas, Texas.

Is there something that'll convert a 12v power source into a POE, so that way I can power the camera through POE instead of running a power cable through the wall, assuming it's allowed to run POE wires through the wall? Something like this maybe:

Indeed I would try something along those lines.... ( and also use the cat5e cable for data instead of wifi.. )
