Dahua Model DH-IPC-HDBW4300E not recognized by ipconfig tool

Camera Dahua Model DH-IPC-HDBW4300E-0360B

i CAN'T GET this camera to be recognized. I am using an AC Adapter 2.0 amp and going straight to the Router with ethernet cable.The connection light on the Router does not light up. I swapped out the cable with a cable I know works and it isn't that. Do I need to switch something to use the AC Adapter? The IPConfig tool doesn't recognize it either. I just can't get going at all.

Here is my setup.

do the cameras led lights light up? I would try another adapter or use a poe switch/injector.
