I plug the camera to the Injector, plug a cord on the Injector Lan side to the computer and turn off wifi. I made sure ethernet port is enabled but config tool doesn't pick up the camera.
If I'm understanding you the computer would loose it's IP in this scenario as the DHCP server that was assigning it an address is no longer there.

When the computer is connected to the router over wifi or ethernet, what LAN IP address is it being assinged? Open a command prompt / power shell by pressing Win-X then i. Then type ipconfig and hit return. Your computer's LAN IP will most likely be in in the form 192.168.1.xxx or 192.168.0.yyy. If it's on the 192.168.1.xxx subnet, you can simply connect the other side of the PoE injector to a port on your router. If not, you'd need to change some settings either assigning the computer a static IP temporarily or change the subnet your router is using.

Ok, I was able to log into the camera directly by way of the router. I initialized it.

You could also test your cabling to the outside in this manner if the camera is configured such that you can access it on your computer.

It needs the same password as the nvr.

It finally worked! Wow..... multiple days of messing with this.
What I did was
I initialized it directly through router. After I unplugged it and plugged in nvr if wouldn't populate it.
I repeated this a few more times before I tried changing the ip address in the camera. When it gave me an error that it didn't match the gateway I didn't save the settings.
In the nvr I tried manually adding login and IP settings of port 4 before plugging the camera in the nvr.
It still didn't work. Somewhat defeated I just started packing things away as im.leaving on vacation in the morning and ran out of time basically. Then I just noticed that the camera FINALLY populated into the device search function. This was the first time this happened.
So I manually added the camera and it worked. I unplugged the camera and plugged in and the nvr didn't populate the camera automatically. I had to manually input the login and ip settings again. Then it worked.
So I unplugged and plugged in a few times and each time it worked like normal.
Such a crazy turn of events to have it finally work.
I won't be aBle to mount it tonight but that's fine.

Do you think this was just a software/firmware thing?
Or possibly since my nvr is 7/8 years old that it caused issue for the newer camera?

Not sure exactly when the change occurred / or if amcrest was slower to update, but a number of years ago they made some changes to how passwords are handled during the initial setup.

When it gave me an error that it didn't match the gateway I didn't save the settings.
If you had saved it, it might have been a little easier. Basically, this is just the camera warning you that if you don't know what you're doing to might loose your connection to the camera (worst case another factory reset).

I haven't updated the nvr firmware in at least 5 years. Amcrest stopped supporting it around 18 or so.
In that time I've updated all the cameras to ones bought from Andy.
