I have BlueIris and Deepstack running on Windows 10 with no other software of interest.
I also ran Chris Titus's "cleanup" PowerShell script iwr -useb https://christitus.com/win |iex as to get the best possible performance out of the machine.

Yip, followed deepstack's instructions to the letter in copying extracted CUDnn files into CUDA folder.
However, I didn't copy anything into the "windows_packages" subfolder of Deepstack as referenced at "GPU pytorch compile options for older card - i.e. GT710" and with the RuntimeError: CUDA...
It's not renaming the file, it's making a copy of deepstack.exe and then renaming the copy to server.exe.
That the current worrkaround to have BI start/stop DS.

Installed CUDA as per DeepStack for an Nvidia GPU on Windows.
However, all triggered events tend to time out.
Validating CUDA installation:
nvcc -version
nvidia-smi
deviceQuery <-

I can concur that I'm having the exact same issue.
However, with the number of ongoing issues I've had to deal with over the last 6 months, Reolinks just ain't worth it anymore. I've also dealt with the BI developers and Reolink's Support which is how I got the firmware, which, after 6 months...
After weeks of "negotiating" with Reolink, we were provided with a firmware that allows to set the iframe. However, I've noticed that Reolink has not as yet placed it within their downloads.

The success was related to doing a new install on a totally different machine, which never had BlueIris on before.
Reverting back to the original BlueIris machine and having uninstalled BlueIris, then also
