The problem cameras i cant even log into them individually cause they keep timing out. They receive an ip address and then drop out. So when im in the web interface of these cameras they time out quick. I doubt its the buffer. It is either the router or switch. I suspect more its the router...

I unplugged the other 2 Hikvision cameras and still the problem camera didn't come on. So what I did was unplug my other 4 foscam wireless cameras, restarted the POE switch, restarted the router, and restart my pc. After that all Hikvision cameras worked.
