You already have no-ip ddns, then use it. Just set up the forward ports on your router to NVR (SDK Port, Http Port, RTSP port). On IVMS-4500 device setting, set mode to IP/Domain and set address to your no-ip ddns. No need to use HiDDNS or ezviz.

If your NVR firmware is 3.3.1 then try to use manual assigned DNS such as 8.8.8.8 (Disable to get IP from DHCP).
