Do you have P2P enabled in the cam and is it showing as 'Online'? If not, check if the default gateway is correct with your router. P2P is not recommended as there are security risks. Its better to create a VPN to your home network, see here: VPN Primer for Noobs

I do not mind in this case P2P configuration but how is it done in Hikvision? In Dahua I don't have to do anything to view with the app outside my network.

With my suggestion, they would still have the network for other purposes. You are not disabling the internet. Setting up the VPN and blocking the camera system from the internet will prevent the cameras from touching the cloud. The only time the cameras would use your internet is when you VPN...
