1st 2nd and 3rd stream?

Looking at Cameras I see this in the specs with resolution getting progressively worse. What does it mean?

Video streams of different resolutions are provided for different end use purposes.
For example if viewing over a low-bandwidth communication link you might want to be able to use a resolution lower than the highest to avoid the consequences of network congestion.
And if the viewing device did not have a high-definition screen you might want a resolution tailored for that type of use.
And for recording or viewing on a large screen you might want the highest resolution.

So its basically the choices you have of resolution. Not based on viewers or devices viewing?

You pick the resolution you want. Typically (on Hik's), channel 1 is high def while channel 2 is lower quality to stream on your phone....Some phone's cannot handle the high quality stream, some apps can't, bandwidth may be limited, etc.
